The Ministry deals with ensuring a quality educational process and scientific research at the national level. With its mission and vision, it contributes to the development of European values in the educational and scientific system based on modern methods of work and their further improvement. It participates in numerous European projects within its area of competence with the aim of developing the system, acquiring additional knowledge and skills and providing assistance in the form of cooperation and exchange of experiences with project partner countries. The Ministry works on developing digital literacy and lifelong learning in order to support the modernisation of learning methods and upholding literacy among all strata of society and for all levels of education. Cooperation with youth is one of the important missions of the Ministry, and it contributes to well-being of young people in society by coordinating, monitoring and implementing relevant issues of interest.

The Agency is an independent body established in 2017, conducting external evaluation of higher education through the accreditation of study programmes and lifelong learning programmes in higher education, as well as monitoring the work of higher education institutions. The Agency works in line with the European standards and documents, and harmonises its work with best practices and the work of similar agencies. In line with European ideas, it encourages and supports the ideas of student mobility and recognition of foreign qualifications. The Agency also participates in a number of European projects and thus contributes to the further development of the Montenegrin higher education system. Its mission and remit serve to shape the direction of the entire system, as well as its improvement. The prominent values of the Agency are transparency, independence, cooperation and integrity.
